NOTICE OF PUBLIC HEARING

NOTICE IS HEREBY GIVEN that the Board of County Commissioners in and for Calhoun County, Florida, will consider a proposed Ordinance to be titled as follows: 
AN ORDINANCE BY THE BOARD OF COUNTY COMMISSIONERS OF CALHOUN COUNTY, FLORIDA, APPROVING THE APPLICATION OF CALHOUN COUNTY, FOR AMENDMENTS TO THE FUTURE LAND USE MAP IN THE COMPREHENSIVE PLAN OF CALHOUN COUNTY, FLORIDA, DATED MARCH 14, 2017, AS AMENDED; PROVIDING FOR SCRIVENER’S ERRORS; PROVIDING FOR A COPY ON FILE; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE.

The passage of the proposed Ordinance will be considered by the Calhoun County Planning Commission at their regular meetings at 4:00 P.M., C.S.T. on Tuesday, the 21st day of November, 2023, and on Tuesday, the 19th day of December, 2023, and by the Board of County Commissioners, at their regular meetings at 5:00 P. M., C.S.T., on Tuesday, November 21, 2023, and on Tuesday, December 19, 2023, at the Calhoun County Courthouse Annex, Blountstown, Florida. 
   A copy of the proposed Ordinance can be inspected by the public at the County Commissioners’ Office in the Calhoun County Courthouse. 
   All interested parties may appear at the meeting and be heard with respect to the proposed Ordinance.

INVITATION TO BID

PROJECT
Sealed proposals from General Contractors will be received by the Liberty County Clerk’s Office, at the Liberty County Courthouse, until 3:00 PM Eastern Standard Time on December 7, 2023, located at 10818 FL-20, Bristol, Florida 32321 for the Renovation to the Liberty County Courthouse – Second Floor located at 10818 FL-20, Bristol, Florida 32321. PROJECT DESCRIPTION
The Project includes, but is not limited to; HVAC, Electrical, Plumbing, Wall Repairs, Painting, ACT Ceilings, Flooring, Restroom Renovations, Millwork, etc.

TYPE OF BID
The contract shall be awarded to the lowest responsible and responsive bidder whose bid meets the requirements and criteria set forth in the Contract Documents and in this Invitation to Bid. The Contract will be awarded on a lump sum basis.

No bid may be withdrawn for a period of thirty (30) days after time has been called on the date of opening. A Bid Bond in an amount not less than 5% of the Base Bid must accompany bids and a Performance Bond and Payment Bond in an amount equal to 100% of the contract amount will be required of the successful bidder.

MANDATORY PRE-BID MEETING
A mandatory pre-bid meeting will be held at the Liberty County Clerk’s Office located 10818 FL-20, Bristol, Florida 32321 at 10:00 A.M. EST on ­­­­ October 31, 2023

TIME OF SUBSTANTIAL COMPLETION
The time limit for substantial completion of this work will be 180 calendar days from the Date of Commencement.

BID DOCUMENTS
Via email, the digital bid documents are available from the office of the Architect, BFBS Architects.  A bidders list will be available from the Architect.  Only Florida Licensed General Contractors may obtain plans and specifications by contacting Doug Shuler, AIA, (dshuler@bfbsa.com) at the office of the Architect.  

Bidders are cautioned that acquisition of Bidding Documents through any other source is not advisable.  Acquisition of Bidding Documents from unauthorized sources places the bidder at risk of receiving incomplete or inaccurate information upon which to base a bid.

CONTRACT
The successful bidder will be required to enter a written contract with the Liberty County Board of County Commissioners consistent with the form contract to be provided in the Bid Documents.

OWNERS RIGHT TO REJECT BIDS
The Board of County Commissioners reserves the right to waive informalities in any bid, to accept and/or reject any or all bids, and to accept the bid that in their judgment will be in the best interest of Liberty County. All bids shall remain firm for a period of thirty days after the opening.

All bidders shall comply with all applicable State and local laws concerning licensing registration and regulation of contractors doing business to the State of Florida. Liberty County encourages Minority Business Enterprises to respond to this Bid Invitation.
