The Calhoun County Local Mitigation Strategy Working Group will meet at 9:00 am on Wednesday, October 25, 2023.
This meeting will be held in the Calhoun County Emergency Operations Center, 20859 Central Ave E Blountstown fl 32424. The County encourages any interested citizens and/or business owners to attend and provide input. The Working Group provides input in the preparation of the project list that is a part of the Calhoun County Local Mitigation Strategy. This document serves as a plan to reduce the community’s long-term risk for protecting people and property from the effects of natural disasters and to build a safer and stronger community. The Calhoun County Board of County Commissioners will receive sealed bids from any qualified person, company or corporation interested in providing construction services for the following project:

Fitten Road Paving Project

This project will include paving Fitten Road as well as a parking area. Installation of road base and striping will also be included.

Plans and specifications can be obtained at Dewberry Engineers Inc., 20684 Central Avenue East, Blountstown, Florida 32424. For questions, please contact Justin Ford at (850) 674-3300 or jford@dewberry.com. The bid must conform to Section 287.133(3) Florida Statutes, on public entity crimes.

Completion date for this project will be 90 days from the date of the Notice to Proceed presented to the successful bidder.

Liquidated damages for failure to complete the project on the specified date will be set at $200.00 per day. Please indicate on the envelope that this is a sealed bid, for “BID # 2023-06 Fitten Road Paving Project”
Bids will be received until 1:00 pm (CST) on November 7, 2023, at the Calhoun County Clerk’s Office, Calhoun County Courthouse, 20859 Central Avenue East, Blountstown, FL 32424, and will be opened and read aloud on November 7, 2023 at 2:00 pm (CST).

The Bid will be awarded to the lowest responsive bidder.

Cost for Plans and Specifications will be $50.00 per set and is non-refundable. Checks should be made payable to DEWBERRY ENGINEERS INC. Digital copies will be available at no charge.

NOTICE OF INTENT
Oil & Gas Program Geophysical Permit No. G-175-23
Hilcorp Energy Company Gulf and Calhoun Counties, Florida

The Department of Environmental Protection (Department) gives notice of its intent to issue an oil and gas geophysical permit (No. G-175-23) to Hilcorp Energy Company, 1111 Travis Street, Houston, Texas, 77002. The permit authorizes the applicant to perform oil and gas geophysical exploration activities on approximately 36.7 square miles (23,487.9 acres) northwest of Wewahitchka, Florida, in Gulf and Calhoun Counties. The exploration area is located on privately- owned silvicultural and agricultural lands including uplands and forested wetlands.

The proposed permit does not authorize the permittee to conduct the proposed activities without first obtaining any required additional authorizations from other local, state and federal entities. If the applicant deems the geophysical exploration is successful and the applicant subsequently chooses to pursue an exploratory oil and gas well, a separate drilling permit would be required from the Department.

The files associated with this permit application are available for public inspection during normal business hours, 8:00 a.m. to 5:00 p.m., Monday through Friday, except legal holidays at the Department of Environmental Protection, 2600 Blair Stone Road, Tallahassee, Florida 32399- 2400, and online at https://depedms.dep.state.fl.us/Oculus/servlet/login . (Public Users may use the Public Oculus Login and search under Oil & Gas, Property, and Facility-Site ID for OG_G175).

The Department will issue the final permit unless a timely petition for an administrative proceeding is filed pursuant to the provisions of Sections 120.569 and 120.57, F.S. On the filing of a timely and sufficient petition, the Department’s actions will not be final and effective until further order of the Department. Because the administrative hearing process is designed to formulate final agency action, this process may result in a modification of the proposed agency actions or even denial.

A person whose substantial interests are affected by the Department’s action may petition for an administrative proceeding (hearing) under Sections 120.569 and 120.57, F.S. Pursuant to Rules 28-106.201 and 28-106.301, F.A.C., a petition must contain the following information:
a.    The name and address of each agency affected and each agency’s file or identification number, if known;

f.    A statement of the specific rules or statutes that the petitioner contends require reversal or modification of the agency’s proposed action, including an explanation of how the alleged facts relate to the specific rules or statutes; and
g.    A statement of the relief sought by the petitioner, stating precisely the action that the petitioner wishes the agency to take with respect to the agency’s proposed action.
Petitions must be filed (received by the Clerk) in the Office of General Counsel of the Department at 3900 Commonwealth Boulevard, Mail Station 35, Tallahassee, Florida 32399-3000 or at agency_clerk@dep.state.fl.us. Also, a copy of the petition shall be mailed to the applicant at the address indicated above at the time of filing.

NOTICE OF INTENT TO ISSUE PERMIT

The Department of Environmental Protection gives notice of its intent to issue a permit to Hilcorp Energy Company, 1111 Travis Street Houston, Texas 77002 to conduct geophysical exploration for oil and gas. Surveying and deployment of receives will be accomplished by clearing narrow pathways/trails with hand tools. Cutting of the vegetation will be limited to trees and shrubs that are less than 4 inches in width at diameter breast height. Any debris left by the cuttings will be noted and removed after the activities are completed. Drilling equipment shall be mounted on off-road vehicles and/or small tracked vehicles with low ground pressure. Any rutting that occurs due to the vehicles will be noted and revisited to be regraded by hand to the previous contours/elevations. Impacts to wetland shall be limited to the areas that were historically used for silvicultural activities or areas that currently experience silvicultural activities. Natural areas, areas that have not experienced silvicultural activities, shall have a 100 foot buffer on all sides and not drilling or surveying activities shall take place within the 100 foot buffer area.

The Department will issue the environmental resource permit and, unless a timely petition for an administrative proceeding is filed pursuant to the provisions of Sections 120.569 and 120.57,
F.S. On the filing of a timely and sufficient petition, this action will not be final and effective until further order of the Department. Because the administrative hearing process is designed to formulate final agency action, the hearing process may result in a modification of the agency action or even denial of the application.
