INVITATION TO BID

The Calhoun County School Board will receive sealed bids until 12:00 PM, CT,  Tuesday, 
June 11, 2024, for the purchase of the following:

Milk Products (Low Fat 1% and Fat Free Unflavored, Fat Free Flavored-Chocolate and Strawberry) for use in the school cafeterias for the bid period of July 1, 2024 – June 30, 2025.

Any additional information or bid forms required may be obtained at the Office of the Superintendent, 20859 Central Avenue East, RM-G20, Blountstown, Florida 32424.  Each bidder submitting a bid must use bid forms, otherwise bids will not be considered.

Any bid submitted after the specified hour and date will not be opened or considered.  The Board accepts no responsibility for mailed proposals that arrive at the Superintendent’s Office after the above stated time even though the envelope may reflect a postmark prior to the above stated date.

The Board reserves the right to accept or reject any or all bids.  The decision of the Board will be final. No bid may be withdrawn by any bidder for a period of thirty (30) days after bids are opened.

RFP – Insurance 
Consultant/Broker Services

Liberty County (the “County”) hereby gives notice that it has issued a Request for Proposals from experienced and qualified professional Insurance Consultants/Brokers to provide Insurance Consultant/Broker Services to assist the County in procuring Insurance coverages. This Consultant/Broker will work with the Liberty County Clerk of Court, County Attorney and Board of County Commissioners. Interested parties are asked to carefully review the County’s expectations of experience and qualification as stated in the RFP Instructions.

Sealed proposals will be received at the Liberty County Clerk of Court’s office located at 10818 NW SR 20, Bristol, FL 32321 until 2:00 PM (EST) on June 3, 2024. Submittals will be publicly opened immediately thereafter. The qualifications and other information should be submitted in strict compliance with the directives provided in the RFP Instructions.  The County is under no obligation, either express or implied, to reimburse responding firms for any expenses associated with preparation and submittal of the Proposals in response to this request.
Six (6) proposals (one (1) original and five (5) hard copies) along with a digital copy are required to be submitted in a sealed envelope or box, plainly marked with respondent’s name, address, date, time of RFP deadline and stating, “Liberty County – RFP- Insurance Consultant/Broker Services.”

NOTICE OF PERMIT ISSUANCE

The Department of Environmental Protection (Department) gives notice of issuance of a modification to an individual permit to Florida Power & Light Company, located at 700 Universe Boulevard, Juno Beach, FL 33408, to construct a battery energy storage system (BESS) with an additional 3.97 acres of impervious surfaces in Calhoun County, Florida. The proposed works lie within Sub-Basin SS of Permit No. 0435744- 001-EI/46 which allowed for 6.47 acres of impervious surfaces, however, only 1.64 acres of impervious surfaces were constructed. With the additional 3.97 acres of proposed impervious surfaces, Sub-Basin SS is still within the previously permitted impervious limit and no net increase in impervious surfaces is proposed. A reduction in water quality treatment from 2.79 ac-ft to 1.93 ac-ft provided by the dry retention pond is proposed. No modifications are proposed to the previously permitted vegetated natural buffers. Sufficient water quality treatment volume and attenuation for the 25-year, 24-hour storm event are still provided. The project is located 15 miles west of the city of Blountstown, Florida within Parcel ID No(s). 18-1S-10-0000-0001-0101, 18-1S-10-0000-0001-0000, 07-1S-10- 0000-0001-0200, 07-1S-0000-0001-0400 in Sections 7 and 18, Township 01 South, Range 10 West in Calhoun County, at Latitude 32° 23’ 00” N Longitude -85° 16’ 55” W.

On the filing of a timely and sufficient petition, this action will not be final and effective until further order of the Department. Because the administrative hearing process is designed to formulate final agency action, the hearing process may result in a modification of the agency action or even denial of the application. A person whose substantial interests are affected by the Department’s action may petition for an administrative proceeding (hearing) under Sections 120.569 and 120.57, F.S.

Pursuant to Rule 28-106.201, F.A.C., a petition for an administrative hearing must contain the following information:
(a) The name and address of each agency affected and each agency’s file or identification number, if known; 
(b) The name, address, any email address, any facsimile number, and telephone number of the petitioner; the name, address, and telephone number of the petitioner’s representative, if any, which shall be the address for service purposes during the course of the proceeding; and an explanation of how the petitioner’s substantial interests are or will be affected by the agency determination;
(c) A statement of when and how the petitioner received notice of the agency decision;
(d) A statement of all disputed issues of material fact. If there are none, the petition must so indicate;
(e) A concise statement of the ultimate facts alleged, including the specific facts that the petitioner contends warrant reversal or modification of the agency’s proposed action;
(f) A statement of the specific rules or statutes that the petitioner contends require reversal or modification of the agency’s proposed action, including an explanation of how the alleged facts relate to the specific rules or statutes; and
(g) A statement of the relief sought by the petitioner, stating precisely the action that the petitioner wishes the agency to take with respect to the agency’s proposed action.

The petition must be filed (received by the Clerk) in the Office of General Counsel of the Department at 3900 Commonwealth Boulevard, Mail Station 35, Tallahassee, Florida 32399-3000. Also, a copy of the petition shall be mailed to Stephen Heiman, Florida Power & Light Company Senior Project Manager Development, at the Florida Power & Light Company address indicated above at the time of filing.

In accordance with Rule 62-110.106(3), F.A.C., petitions for an administrative hearing by the applicant must be filed within 21 days of receipt of this written notice. Petitions filed by any persons other than the applicant, and other than those entitled to written notice under Section 120.60(3), F.S., must be filed within 21 days of publication of the notice or within 21 days of receipt of the written notice, whichever occurs first. Under Section 120.60(3), F.S., however, any person who has asked the Department for notice of agency action may file a petition within 21 days of receipt of such notice, regardless of the date of publication. The failure to file a petition within the appropriate time period shall constitute a waiver of that person’s right to request an administrative determination (hearing) under Sections 120.569 and 120.57, F.S., or to intervene in this proceeding and participate as a party to it. Any subsequent intervention (in a proceeding initiated by another party) will be only at the discretion of the presiding officer upon the filing of a motion in compliance with Rule 28-106.205, F.A.C.

Under Rule 62-110.106(4), F.A.C., a person whose substantial interests are affected by the Department’s action may also request an extension of time to file a petition for an administrative hearing. The Department may, for good cause shown, grant the request for an extension of time. Requests for extension of time must be filed with the Office of General Counsel of the Department at 3900 Commonwealth Boulevard, Mail Station 35, Tallahassee, Florida 32399-3000, before the applicable deadline for filing a petition for an administrative hearing. A timely request for extension of time shall toll the running of the time period for filing a petition until the request is acted upon. Mediation is not available in this proceeding.

The applicant, or any party within the meaning of Section 373.114(1)(a) or 373.4275, F.S., may also seek appellate review of this order before the Land and Water Adjudicatory Commission under Section 373.114(1) or 373.4275, F.S. Requests for review before the Land and Water Adjudicatory Commission must be filed with the Secretary of the Commission and served on the Department within 20 days from the date when this order is filed with the Clerk of the Department.Legal Notice
