REQUEST FOR PROPOSALS (RFP)

Redistricting Study for Liberty County

INTRODUCTION 

The Liberty County Board of County Commissioners is seeking proposals from qualified and licensed firms for mapping Base GIS layers and data collection for the purpose of redistricting or confirming the existing district boundaries. 

PROPOSAL DEADLINE/DELIVERY

SEALED PROPOSALS  for RFP – Redistricting service bids will be received by the BOARD OF COUNTY COMMISSIONERS OF LIBERTY COUNTY, FLORIDA at the Clerk’s Office, 10818 NW SR 20; Bristol, Florida 32321 up until  4:00 PM EST Tuesday, February 7, 2023. Proposals will be publicly opened immediately following the deadline.  It is the sole responsibility of the Respondent to ensure that the Proposal is received on time.

the 100-Year Floodplain and Wetland

This is to give notice that the City of Bristol, Floridahas determined that the following proposed action under the Florida Department of Economic Opportunity (DEO) Community Development Block Grant (CDBG) program and Grant Number DR M0104 may have an impact on the 100-Yr floodplain and/or wetlands.The City of Bristol will be identifying and evaluating practicable alternatives to locating the action in the floodplain and wetlands and the potential impacts on these from the proposed action as required by Executive Order 11988 and/or 11990, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Protection of Wetlands. 

This project’s drainage component proposes to increase capacity of culverts and swales along CR12 and NW Michaux Rd to decrease flooding in the southern portions of the City’s downtown core. The sewer improvements component will replace grinder pumps in three areas hard hit by the Hurricane Sally and Hurricane Michael events with gravity sewers. These sewer improvements will be made in the NW Hall Circle, NW Miller Road, and NW Schmarje Lane neighborhoods.

A few locations exist where there will be impacts to areas mapped as Flood Zone A by FEMA and as wetlands by the National Wetlands Inventory. The floodplain impacts occur near the NW Hall Circle area and the NW Schmarje Lane area. At NW Hall Circle the potential impact area is approximately 0.25 acres. At NW Schmarje Lane, the impact area is approximately 0.24 acres. In both areas, upon completion of the sewer installations all natural grades will be restored, and surface areas not repaved will be stabilized or sodded. There are proposed project work sites very near areas mapped by the National Wetlands Inventory as wetlands. Unless field work identifies further areas as jurisdictional wetlands, these areas will likely be avoided, and the permitted project should have an impact of 0.0 acres of wetland. 

There are three primary purposes for this notice. First, people who may be affected by activities in and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of thefloodplain,alternative methods to serve the same project purpose, and methods to minimize and mitigate impacts. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplain and wetland issues can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplain or wetland, it must inform those who may be put at greater or continued risk.

Sealed bids from General Contractors will be received by the Liberty County Clerk’s Office, until 4:00 PM Eastern Standard Time on Thursday, March 02, 2023, located at 10818 FL-20, Bristol, Florida 32321 for theLiberty County Health Department – Storage Building located on the property near 10979 NW Spring Street Bristol, Florida 32321. LOCATION

The new building will be located on the property near 10979 NW Spring Street Bristol, Florida.

PROJECT DESCRIPTION

The Project includes, but is not limited to; site work, cast-in-place concrete, pre-engineered metal building, interior framing, insultation, interior flooring, HVAC, plumbing, electrical joint sealants, and painting.

TYPE OF BID

The contract shall be awarded to the lowest responsible and responsive bidder whose bid meets the requirements and criteria set forth in the Contract Documents and in this Invitation to Bid. The Contract will be awarded on a lump sum basis.

No bid may be withdrawn for a period of thirty (30) days after time has been called on the date of opening. A Bid Bond in an amount not less than 5% of the Base Bid must accompany bids and a Performance Bond and Payment Bond in an amount equal to 100% of the contract amount will be required of the successful bidder.

PRE-BID MEETING

A pre-bid meeting will not be required for this project.

PRE-BID QUESTIONS

All questions requiring this project should be addressed in written form to office of the Liberty County Clerk of Court.  (dstanley@libertyclerk.com)  The last day to ask questions will Friday, February 17, 2023 at 5:00pm, Eastern Standard Time.

TIME OF SUBSTANTIAL COMPLETION

The time limit for substantial completion of this work will be 243 calendar days from the Date of Commencement.

Digital bid documents are available from the office of the Architect, BFBS Architects, 2074 Centre Pointe Boulevard Suite 200, Tallahassee, Florida, 32308; (850) 224-6301.  A bidders list will be available from the Architect.  Only Florida Licensed General Contractors may obtain plans and specifications by contacting Doug Shuler, AIA, (dshuler@bfbsa.com) at the office of the Architect.   

Bidders are cautioned that acquisition of Bidding Documents through any other source is not advisable.  Acquisition of Bidding Documents from unauthorized sources; places the bidder at risk of receiving incomplete or inaccurate information upon which to base a bid.

CONTRACT

The successful bidder will be required to enter a written contract with the Liberty County Board of County Commissioners consistent with the form contract to be provided in the Bid Documents.

OWNERS RIGHT TO REJECT BIDS

The Board of County Commissioners reserves the right to waive informalities in any bid, to accept and/or reject any or all bids, and to accept the bid that in their judgment will be in the best interest of Liberty County. All bids shall remain firm for a period of sixty days after the opening.

All bidders shall comply with all applicable State and local laws concerning licensing registration and regulation of contractors doing business to the State of Florida. Liberty County encourages Minority Business Enterprises to respond to this Bid Invitation.
