REQUEST FOR PROPOSALS (RFP)

Redistricting Study for Liberty County

INTRODUCTION 

The Liberty County Board of County Commissioners is seeking proposals from qualified and licensed firms for mapping Base GIS layers and data collection for the purpose of redistricting or confirming the existing district boundaries. 

PROPOSAL DEADLINE/DELIVERY

SEALED PROPOSALS  for RFP – Redistricting service bids will be received by the BOARD OF COUNTY COMMISSIONERS OF LIBERTY COUNTY, FLORIDA at the Clerk’s Office, 10818 NW SR 20; Bristol, Florida 32321 up until  4:00 PM EST Tuesday, February 7, 2023. Proposals will be publicly opened immediately following the deadline.  It is the sole responsibility of the Respondent to ensure that the Proposal is received on time.

Special Accommodation:  Any person requiring a special accommodation at a Pre-Proposal Conference or Proposal opening because of a disability should call the Clerk’s Office at (850) 643-2215 at least five (5) workdays prior to the Submittal opening. Electronic versions of the solicitation documents are available via the County’s Web Page https://libertycountyfl.org/bids-rfps/ .  Solicitation documents or other materials may also be obtained from the Liberty County Clerk’s Office, 10818 NW SR 20; Bristol, Florida 32321.

POINT OF CONTACT

Grant Conyers, Supervisor of Elections or Daniel Stanley, Clerk of Court will be the only point of contact for this RFP. Under no circumstances may a Respondent contact any County Commissioner, or member of the Selection Committee concerning this RFP until after award.  Any such contact may result in disqualification.

QUESTIONS

Proposers shall submit all questions, in writing, to the Supervisor of Elections grant@libertycountyflsoe.gov or Daniel Stanley dstanley@libertyclerk.com .  All questions shall be submitted no later than 4:00 PM EST on February 6, 2023.

ADDENDA

If any addenda are issued after the initial specifications are released, the County will post the addenda on the Liberty County website at:https://libertycountyfl.org/bids-rfps/ . 

It is the responsibility of the proposer prior to submission of any proposal to check the above website or contact the Purchasing Department to verify any addenda issued.  The receipt of all addenda must be acknowledged on the addenda response sheet.

ANTICIPATED SCHEDULE

This schedule may be altered solely at the County’s discretion:

• RFP  Advertisement – January 18 – February 7

• Questions Due Date – February 6 at 4:00pm EST

• Proposal Deadline – February 7 at 4:00pm EST

• Evaluations – February 8 at 9:00am EST

LOCATION

PROJECT DESCRIPTION

The Project includes, but is not limited to; site work, cast-in-place concrete, pre-engineered metal building, interior framing, insultation, interior flooring, HVAC, plumbing, electrical joint sealants, and painting.

TYPE OF BID

The contract shall be awarded to the lowest responsible and responsive bidder whose bid meets the requirements and criteria set forth in the Contract Documents and in this Invitation to Bid. The Contract will be awarded on a lump sum basis.

No bid may be withdrawn for a period of thirty (30) days after time has been called on the date of opening. A Bid Bond in an amount not less than 5% of the Base Bid must accompany bids and a Performance Bond and Payment Bond in an amount equal to 100% of the contract amount will be required of the successful bidder.

PRE-BID MEETING

A pre-bid meeting will not be required for this project.

PRE-BID QUESTIONS

All questions requiring this project should be addressed in written form to office of the Liberty County Clerk of Court.  (dstanley@libertyclerk.com)  The last day to ask questions will Friday, February 17, 2023 at 5:00pm, Eastern Standard Time.

TIME OF SUBSTANTIAL COMPLETION

The time limit for substantial completion of this work will be 243 calendar days from the Date of Commencement.

BID DOCUMENTS

Digital bid documents are available from the office of the Architect, BFBS Architects, 2074 Centre Pointe Boulevard Suite 200, Tallahassee, Florida, 32308; (850) 224-6301.  A bidders list will be available from the Architect.  Only Florida Licensed General Contractors may obtain plans and specifications by contacting Doug Shuler, AIA, (dshuler@bfbsa.com) at the office of the Architect.   

Bidders are cautioned that acquisition of Bidding Documents through any other source is not advisable.  Acquisition of Bidding Documents from unauthorized sources; places the bidder at risk of receiving incomplete or inaccurate information upon which to base a bid.

CONTRACT

The successful bidder will be required to enter a written contract with the Liberty County Board of County Commissioners consistent with the form contract to be provided in the Bid Documents.

OWNERS RIGHT TO REJECT BIDS

The Board of County Commissioners reserves the right to waive informalities in any bid, to accept and/or reject any or all bids, and to accept the bid that in their judgment will be in the best interest of Liberty County. All bids shall remain firm for a period of sixty days after the opening.

CALHOUN COUNTY AIRPORT HANGAR ZERO RESTORATION

NOTICE TO RECEIVE SEALED BIDS

The Calhoun County Board of County Commissioners will receive sealed bids from any qualified person, company or corporation interested in providing design and construction services for the following project:

Hangar Zero Restoration 2023-01

This design/build project consists of the roof replacement, siding replacement, and the re-framing of an addition to the main building structure of Hangar #0, airport warehouse/storage building.

A digital copy of the Bid Package can be obtained by contacting the Calhoun County Airport at 850-674-2499 or

ccairport@gtcom.net. (For questions, please call Rob Sims at (850) 526-8445). The bid must conform to Section 287.133(3) Florida Statutes, on public entity crimes.

Completion date for this project will be 90 days from the date of the Notice to Proceed presented to the successful bidder.

100% Payment & Performance Bonds may be required.

Liquidated damages for failure to complete the project on the specified date will be set at $200.00 per day.

Please attach the Bid Coversheet to the exterior of the envelope of your sealed bid for the “Hangar Zero Restoration at Calhoun County Airport 2023-01.”

Bids will be received until 1:00 p.m. (C.T.), on March 7, 2023, at the Calhoun County Clerk’s Office, Calhoun County Courthouse, 20859 Central Avenue East, Room 130, Blountstown, Florida 32424, and will be opened and read aloud on March 7, 2023, at 2:00 p.m. (C.T.).
