PROJECT DESCRIPTION

The Project includes ADA restroom and parking improvements to three County Precincts.  Disciplines include but are not limited to; site work, cast-in-place concrete, interior framing, insultation, interior flooring, HVAC, plumbing, electrical joint sealants, and painting. All the buildings/precincts will be bid as one project.

TYPE OF BID

The contract shall be awarded to the lowest responsible and responsive bidder whose bid meets the requirements and criteria set forth in the Contract Documents and in this Invitation to Bid. The Contract will be awarded on a lump sum basis.

No bid may be withdrawn for a period of thirty (30) days after time has been called on the date of opening. A Bid Bond in an amount not less than 5% of the Base Bid must accompany bids and a Performance Bond and Payment Bond in an amount equal to 100% of the contract amount will be required of the successful bidder.

A pre-bid meeting will be held on April 25, 2024.

PRE-BID QUESTIONS

All questions requiring this project should be addressed in written form to office of the Architect by contacting Doug Shuler, AIA, (dshuler@bfbsa.com) The last day to ask questions will Tuesday, April 30, 2024, at 5:00pm, Eastern Standard Time.

TIME OF SUBSTANTIAL COMPLETION

The time limit for substantial completion of this work will be 136 calendar days from the Date of Commencement.

BID DOCUMENTS

Digital bid documents are available from the office of the Architect, BFBS Architects, 2074 Centre Pointe Boulevard Suite 200, Tallahassee, Florida, 32308; (850) 224-6301.  A bidders list will be available from the Architect.  Only Florida Licensed General Contractors may obtain plans and specifications by contacting Doug Shuler, AIA, (dshuler@bfbsa.com) at the office of the Architect.   

Bidders are cautioned that acquisition of Bidding Documents through any other source is not advisable.  Acquisition of Bidding Documents from unauthorized sources; places the bidder at risk of receiving incomplete or inaccurate information upon which to base a bid.

CONTRACT

The successful bidder will be required to enter a written contract with the Liberty County Board of County Commissioners consistent with the form contract to be provided in the Bid Documents.

OWNERS RIGHT TO REJECT BIDS

The Board of County Commissioners reserves the right to waive informalities in any bid, to accept and/or reject any or all bids, and to accept the bid that in their judgment will be in the best interest of Liberty County. All bids shall remain firm for a period of sixty days after the opening.

All bidders shall comply with all applicable State and local laws concerning licensing registration and regulation of contractors doing business to the State of Florida. Liberty County encourages Minority Business Enterprises to respond to this Bid Invitation.

 GENERAL INFORMATION

Liberty County is seeking sealed Bids for Fuel for County Vehicles and Equipment.

Bidders must submit one (1) original Bid marked “Original” and two (2) copies marked “Copy” for a total of three (3) complete packages of the bid in a sealed envelope clearly marked on the outside with the Bidder’s name and “Sealed Bid for Fuel for County Vehicles and Equipment, Liberty County, Florida”, addressed and delivered to:

All Bids must be received by the County Purchasing Office before 2:00 P.M. on May 8, 2024.  Any Bids received after this date and time will be automatically rejected.  Materials may be delivered by Certified Mail, Return Receipt Requested, hand-delivered or couriered.  Faxed or e-mailed bids will be automatically rejected.  Hand delivered Bids may request a receipt.  If sent by mail or by courier, the above-mentioned envelope shall be enclosed in another envelope addressed to the entity and address stated above. It is the sole responsibility of each Bidder to ensure their Bid is received in a timely fashion.  

All Bids shall remain valid for a period of ninety (90) days beyond the deadline for submission and may be extended beyond that time by mutual agreement.  The Board will automatically reject the response of any person or affiliate who appears on the convicted vendor list prepared by the Department of Management Services, State of Florida, under section 287.133(3)(d), Florida Statutes.  Liberty County declares that all or portions of the documents and work papers and other forms of deliverables pursuant to this request shall be subject to reuse by the County.

Contract award will be by the Liberty County Board of County Commissioners (“BOCC”) to the entity whose response is deemed to be in the best interest of the BOCC.

The BOCC reserves the right to reject any and all Bids, to waive informalities in any or all Bids, to re-advertise for Bids, and to separately accept or reject any item or items and to award and/or negotiate a contract in the best interest of the Liberty County BOCC.
