 PROJECT DESCRIPTION

The Project includes ADA restroom and parking improvements to three County Precincts.  Disciplines include but are not limited to; site work, cast-in-place concrete, interior framing, insultation, interior flooring, HVAC, plumbing, electrical joint sealants, and painting. All the buildings/precincts will be bid as one project.

 TYPE OF BID

The contract shall be awarded to the lowest responsible and responsive bidder whose bid meets the requirements and criteria set forth in the Contract Documents and in this Invitation to Bid. The Contract will be awarded on a lump sum basis.

 No bid may be withdrawn for a period of thirty (30) days after time has been called on the date of opening. A Bid Bond in an amount not less than 5% of the Base Bid must accompany bids and a Performance Bond and Payment Bond in an amount equal to 100% of the contract amount will be required of the successful bidder.

 PRE-BID MEETING

A pre-bid meeting will be held on April 25, 2024.

 TIME OF SUBSTANTIAL COMPLETION

The time limit for substantial completion of this work will be 136 calendar days from the Date of Commencement.

 BID DOCUMENTS

Digital bid documents are available from the office of the Architect, BFBS Architects, 2074 Centre Pointe Boulevard Suite 200, Tallahassee, Florida, 32308; (850) 224-6301.  A bidders list will be available from the Architect.  Only Florida Licensed General Contractors may obtain plans and specifications by contacting Doug Shuler, AIA, (dshuler@bfbsa.com) at the office of the Architect.      Bidders are cautioned that acquisition of Bidding Documents through any other source is not advisable.  Acquisition of Bidding Documents from unauthorized sources; places the bidder at risk of receiving incomplete or inaccurate information upon which to base a bid.

 CONTRACT

The successful bidder will be required to enter a written contract with the Liberty County Board of County Commissioners consistent with the form contract to be provided in the Bid Documents.

 OWNERS RIGHT TO REJECT BIDS

The Board of County Commissioners reserves the right to waive informalities in any bid, to accept and/or reject any or all bids, and to accept the bid that in their judgment will be in the best interest of Liberty County. All bids shall remain firm for a period of sixty days after the opening.

 All bidders shall comply with all applicable State and local laws concerning licensing registration and regulation of contractors doing business to the State of Florida. Liberty County encourages Minority Business Enterprises to respond to this Bid Invitation.

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the City of Bristol, Florida

REQUEST FOR RELEASE OF FUNDS

On or about April 29, 2024, the City of Bristol, FL will submit a request to Florida Commerce for the release of Community Development Block Grant funds under Title I of the Housing and Community Development Act of 1974, as amended, to undertake a project to make improvements along Highways 20 and 12. The proposed project includes various aesthetic improvements along Highways 20 and 12 to promote commerce in the area by attracting new business and improving appeal for existing businesses. The scope of work for the project includes sidewalk repair and replacement, decorative lighting, benches, ornamental trees and irrigation, and the addition of welcome signs. Pending the completion of the final design, the proposed work will have no impact on floodplains or wetlands.  

The anticipated funding sources for the proposed improvements include the following:

1. $1,916,320.00 from the Community Development Block Grant (CDBG) program, (Grant Number M0036).

2. $275,000.00 from the Rural Infrastructure Fund

FINDING OF NO SIGNIFICANT IMPACT

The City of Bristol has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at Bristol’s City Hall, 12444 NW Virginia G Weaver Street, Bristol, Florida 32321, and may be examined or copied weekdays from 8:30 a.m. to 4:00 p.m.

PUBLIC COMMENTS

Any individual, group, or agency may submit written comments on the Environmental Review Record to P.O. Box 207, Bristol, Florida 32321. Comments may also be submitted by email to: rmh.cityofbristol@fairpoint.net. Additional information may be obtained by contacting Robin Hatcher, City Clerk, (850) 643-2261. All comments must be received by April 26, 2024. Comments will be considered prior to the City of Bristol requesting a release of funds. Comments should specify which notice they are addressing.

RELEASE OF FUNDS

The City of Bristol certifies to Florida Commerce and HUD that James Kersey in his capacity as Mayor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The State’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Bristol to use the CDBG funds.

OBJECTIONS TO RELEASE OF FUNDS

Florida Commerce will accept objections to its release of funds and the City of Bristol certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Bristol; (b) the City of Bristol has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by the State; or (d) another Federal

agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures at 24 CFR Part 58, Sec. 58.76 and shall be addressed to Florida Commerce, CDBG Program, MSC-400, 107 East Madison Street, Tallahassee, FL 32399-6508. Potential objectors should contact the City of Bristol to verify the actual last day of the objection period.
