Legal Notices Legal Notice CALHOUN COUNTY REQUEST FOR GRANT SERVICES PROPOSALS The Calhoun County Board of County Commissioners hereby requests proposals from qualified individuals or firms to provide one or more of the following services: Grant Application, Grant Administration, and Engineering services. Proposals will be evaluated separately for each type of service. Projects may include: A. All new Emergency/Disaster Grants (FEMA, CDBG, etc.) for FY 2010 and FY2011 disasters/emergencies. B. Florida Small Cities Economic Development CDBG(s) for FFY 2009 or FY 2010, C. Neighborhood Revitalization CDBG for FFY 2009 or FY 2010, D. 2008 Disaster Recovery CDBG grant (admin only), E. Other grants for which the Board may choose to apply. Contracts arising from this solicitation will be issued on an as-needed basis by the Board. Proposals may be submitted for any or all services, for any or all grant categories, and will be evaluated separately for each grant category. Grant application services will include research and recommendations on grant categories, preparation of the application(s) and other associated tasks. Administration services may include management and reporting for the grant(s), environmental review, contract development and administration, financial administration, labor standards compliance, and other necessary tasks. Engineering services will include preliminary investigations, conceptual design and estimates of probable costs, provision of necessary subcontractual services such as surveying and soil testing, final design, permitting, bidding, construction administration, resident inspection, and other necessary associated tasks. A scope of work outlining tasks to be performed for each service for each project must be included in the proposals. Proposals for CDBG application and/or administration services must include a fee proposal. For potential CDBG or FEMA emergency/disaster grants, proposers should include a discussion of willingness to work within the allowable administrative budgets or other relevant information on fees. The unknown nature of emergency/disaster grants precludes the County and the proposer from establishing firm services and fees in advance, but basic services and experience will be considered in advance of the need for such a project in order to expedite the application process should the need arise. CDBG application and administration services proposals will be evaluated based upon the following criteria: 1) Successful experience in administering/receiving Florida CDBG projects (25 points), 2) Thoroughness and appropriateness of proposed approach to meeting local needs, including an outline of tasks (15 points), 3) Management and staffing capability, qualifications (20 points), 4) Quality of client references provided and/or obtained (15 points), 5) Familiarity (experience not required) with local conditions (15 points), 6) Fee reasonableness based on services to be provided (5 points), 7) Certified MBE/WBE firm (5 points). Potential FEMA and other project contracts may be issued using the CDBG selection process, so proposers should discuss FEMA and other grant category experience and tasks if they wish to be considered for non-CDBG projects. Engineering services proposals will be evaluated based upon the following criteria: 1) Successful experience in north Florida civil engineering projects, including but not limited to road paving and drainage (25 points), 2) Thoroughness and appropriateness of proposed approach to meeting local needs, including an outline of tasks and potential availability schedules and estimated timeframes for completion of tasks (15 points), 3) Management and staffing capability, qualifications (20 points), 4) Quality of client references provided and/or obtained (15 points), 5) Familiarity (experience not required) with local conditions (10 points), 6) CDBG experience (10 points), 7) Certified MBE/WBE firm (5 points). Interested consultants should submit an original and three copies of proposals, sealed and clearly labeled “Sealed Proposal for Grant Consultant and/or Engineering”. Proposals must be received by 12:00 p.m. (CT) on Monday May 3, 2010, at the Clerk of Circuit Court Office, Calhoun County Courthouse, 20859 Central Avenue East, Room 130, Blountstown, Florida, 32424. Proposals will be evaluated and ranked by a Selection Committee. The Calhoun County Board of County Commissioners will consider the Selection Committee’s recommendation at the Board meeting on Tuesday, May 4, 2010 at 2:00 p.m. (CT), or as soon as possible thereafter. Contracts resulting from the process will be subject to state and federal requirements and grant award and release of funds by the funding agency. Bids may be delivered to the Clerk’s Office in the Calhoun County Courthouse, Blountstown, Florida 32424. Bids must arrive before deadline.
